Rules page (Final Draft)
Disclaimer
The Headline Awards are in no way affiliated with Anthony Steward Head or any of his projects. This is a non-profit fan event, created and run by fans, in order to share and celebrate the talent in this fandom and does not generate revenue of any kind. All recognizable characters and worlds belong to their respective owners. All original characters and plots remain the property of their individual authors.
General Rules 1. Nominators must provide an active email address. 2. There is no limit on the number of nominations we accept. 3. Self-nominations are allowed. Don’t be shy. 4. Each author may have two story entries per fiction category. However, each story in a single category must be nominated by a different person. 5. Each artist and vidder may have two entries in each art and video category. 6. There is no limit on when each nominated work was originally posted. Everything, old and new, is welcome. 7. Appropriate ratings and warnings must be displayed on each work for the benefit of our judges and readers. 8. All nominated works must be publically accessible. If we can’t view it, we can’t judge it. 9. Password: 10. Award administrators have the right to alter categories as needed. For example, if one character takes over the ‘Other Characters’ category we can create a separate category for him, or categories with too few entries may be consolidated. 11. Award administrators have the right to alter these rules for upcoming years. 12. All award administrators and judges may be nominated for any award. 13. Judges and administrators may cast a vote in the Fan Pick categories. 14. Voting for the Fan Pick awards will open at the end of the nomination period. Category Rules
15. Nominations for specific characters must be placed in their designated categories. For now, this only applies to Giles and Uther. All other characters must go into the ’Other Characters’ categories. 16. Fics may be entered in all categories that apply to them. 17. Although all series’ must be nominated in the Long-fic category, single stories from a series can be nominated in other, appropriate, categories. Please note that judges for these categories are unlikely to read the series, so these stories should be able to stand alone. 18. All crossovers are welcome. Be aware, however, that our judges might not be familiar with every crossover world and character. 19. Crossovers may be entered in the categories: Best Crossover, Best Multiple ASH-based Character, Best Short Fic, Best Long Fic, and Best Characterization (any). 20. There is no specific AU category. AU stories are welcome in any category that applies to them. 21. Any ship is welcome in every category except for Gen-Fic. 22. WIPs are permitted in all relevant categories. Please use your discretion, however, as stories that are not far enough along to engage the judges are not likely be awarded.

I feel like autocorrect did something horrible with this sentence…
“Preferably” is too confusing for many people. I like rules being the RULES. Like “Each author may have two entries for each fiction category, but nominations should be made by different people.”
Should nominator do it or it simply should be stated in the work somewhere?
What about archives with user-only access but open registration? ( limited access works at AO3, for instance)
‘Headline Awards’ sounds best for me.
20 days of nominating looks like too small time span for a new event, especially given that part of this time is an aftermath of major holidays.
No limits, these are pretty small fandoms anyway.
Exactly. (Besides, if I had to check when each fanwork was published, I would hardly nominating anything anywhere. Too many fics on AO3 and videos on youtube are just re-published versions of old stuff from dead archives.))
I guess it’s better to wait for the nominations. If there will be at least 5 shorts and 5 longfics in a category, we can separate them into sub-cats.
It would be nice. I’m not sure that any meta noms will show up, but girl can dream?
Per every category.
Yes.
Let’s see how it goes. As it is not self-nominate-only event and there are video categories, and old works are allowed… archiving works is out of question, I guss, only linking. Or getting a MAJOR headache by trying to contact every author and getting them repost stuff at LJ\AO3 collection\archieve site (or getting their permission to do it).

My suggestions for changed or added language are in blue. Existing language I want to highlight for discussion is in red. My comments and questions are in green.

To comply with the US laws and Live Journal rules we cannot accept graphics, videos or fanfiction that depicts a minor engaged in sexually explicit conduct, be it with an adult or a minor, whether it's consensual or not. Any person under the age of eighteen and any fictional character under the age of sixteen is considered a minor. Is this a livejournal rule? because verbal depictions are certainly not illegal under U.S. law. I just rechecked the TOS and didn't find anything about this. Frankly, I don't favor such a bright line rule in the absence of a legal requirement. While I don't think 'erotic' fiction about children makes good reading, I also don't think we want to categorically exclude any work that touches on sexual abuse, sexual violence or even healthy sexual experimentation involving young adolescents. Instead, I would prefer a rule excluding under 16 pairings from the erotic and or romantic categories.
Rules
1. Nominators must provide an active email address.
2. There is no limit on the number of nominations from each nominator. 3. Self-nominations are allowed. But please try to spread the love. A good rule of thumb is to nominate at least 2-3 other works for every one of your own. 4. Each author may have two entries for each fiction category, but they must be nominated by different people. 5. Each artist and vidder may have two entries in each category.
6. Because this is our first year, eligibility of works will not be limited by original posting date. Feel free to nominate your old favorites so that they can get the recognition they have always deserved. 7. Appropriate warnings must be displayed for each work. (This cries out for definition. Let's you and I both give it some thought.) 8. All nominated works must be publically accessible. No password protected archives or locked journals.
9. Password: “Welcome to Tony’s gang.” (To what?) 10. Award administrators reserve the right to alter categories as needed. For example, if one character takes over the ‘Other Characters’ category we can create a separate category for him, or categories with too few entries may be consolidated.
11.
Questions for participants
1. What should be our official way of writing ‘Headline Awards’? Headline Awards, Head-line Awards, HEADline Awards…
Headline is hardest to get wrong. 2. How long would you like for the judging phase? If we nominate from Jan. 1st -20th, that would give us one month to judges and post on Tony’s birthday. Upon reflection, Restfield is probably right about this. What about Dec. 1 to January 15? 3. ( Reg. rule 2) Should we limit the amount of nominees we take? I think for the first round we should see what we get. It’s hard to foresee how things will go. I agree. I'd hate to set limits and have too few. If we get too many we can make more categories. 4. ( Reg. rule 6) Should we put a limit on older works? I think it’s too soon to do that. If we want to encourage new work, we can add a separate category for Fic or Work of the year. I don't favor a limit. Let's get off the ground this year and start encouraging new works next year. 5. Should we have word limits? If so, we might need to add categories for long fics and series. Lets see what gets nominated, then split them into short and long categories if we need to. I love long fics and series. 6. Do we want to have a Meta category? I have a vague idea what this means but not a clear one. Can you define this and give examples of what would fit in it if we had it? 7. Do we want to allow voting in every category, or only have one ‘Fan Pick’ award for each character group? I like one fan pick per character, as long as we have enough judges. With fics, especially longer fics, I think open voting on everything might run the risk of people who have not read any of the other works in a category voting for the one they already want to see win something. 8. Should winning Fics and Works be excluded from futures rounds? Yes. Without a doubt. 9. Do we want to think about creating an archive now, or wait to have that headache after we find out how round one goes? Let's see what happens.
Please, I need some help making these decisions. And you guys will be the ones stuck with them.

Good. Feedback. Yay!
As far as the disclaimer goes. It is mainly to protect us in case something weird happens. One of our group works in law, happily, and she is giving advice on how to improve the language.
To Proto... "To comply with the US laws and Live Journal rules we cannot accept graphics, videos or fanfiction that depicts a minor engaged in sexually explicit conduct, be it with an adult or a minor, whether it's consensual or not. Instead, I would prefer a rule excluding under 16 pairings from the erotic and or romantic categories." I looked through the LJ rules and could only find rules on posting pictures. It seems that the only restriction they have are on photographs of minors. I think that, as long as we clearly mark any links that have adult content, we should be all right without this part. The problem would have been in the archiving, just keeping lists of links shouldn't cause us a problem. I will, of course, keep looking just in case.
I will go though and add your suggestions to a rewrite soon. Oh, and the password is so we know nominators read the rules.
Also, Meta works are basically essays that break down a character, trait they have, or something they did. If that doesn't help, message me and I'll find you an example/
To Restfield.... I am taking your advice and making all the things you pointed out clearer. As for rule 8, the point is that we can access the work by the link given. If we can't see it we can't judge it. I will try to word this better, too.
To all... It kind of surprised me you think the Nomination period is too short. I was more worried about you guys having enough time to judge. Personally, if I see a long nomination time, I tell myself I can do it later and never do. We can push our launch up in December, but remember, that gives us less time to get things together. I do also think we should try our best at a big lead up pimping push in the week before we launch to tell people it's coming. I need more opinions on this.
So you all know, as of now we have 5 confirmed judges. Plus a couple of you I might have to lean on a bit. This is why I'm more worried about you guys having time than anything else right now. So please, if you have been lurking here and think you're not needed... Please let me know you want to help. I will find something you have the ability to judge or do. And the rest of us, it's time to start bugging our friends that we know can do this.
Thanks.

Thank you for all your work on this. Fort the most part it looks really good, but I had a couple of questions.
I have a question about rule 4: "4. Each author may have two entries for each fiction category. However, each entry in a single category must come from two separate nominators." Does this mean that if two of my stories are nominated in one category each of the two stories has to come from a different person? Or does it mean that it takes two nominators to place any story in a category. The first one is what we've been discussing and makes the most sense to me considering that people may be (hopefully) bringing works to our attention that we've never heard of, but the second is what this language adds up to when you actually read it. Which did you mean?
And I had a question about rule 9. I don't know what password your referring to or why this is in Rules.

It's the first one... 2 stories = 2 nominators. (And I suddenly see what you mean.) How about this?
4. Each author may have two story entries per fiction category. However, each story in a single category must be nominated by a different person.
As for the password. It is a way to prove that people nominating have at least looked at the rules. This is something I've noticed done on nearly all other award sites, and I have a feeling it came from lessons learned. Therefore, I included one for us because 1) I have no interest in tempting a problem, and 2)I think a funny password is a neat way to share a little joke with participants. It may not really be needed, but what the hell...

I don't doubt we need passwords, I just don't think the fact that there is a password is a 'rule'. It looks confusing listed as one.

I think the point of having it in the rules is that you have to look at the rules to find it. Sometimes it's called the "secret phase". It confused me when I was first nominating things for awards, but then when I got to the nomination form and they asked for it, everything made since. It isn't a 'rule', but you need to find it to show you've seen the rules.
